HYDERABAD, SEPTEMBER 23, 2024: Dr MCR HRD Institute, Government of Telangana, rolled out a Special Foundation Course for a whopping 231 All India Services (AIS) and Central Civil Services (CCS) Officers, from across the county, representing 17 Services, including IPS, IFoS, ISS, IES, IPTAFS, IRS, IFS, etc.
In his inaugural address, Dr Shashank Goel, IAS, DG of the Institute & Special Chief Secretary to Government, said that the AIS & CCS Officers, who are the backbone of our administrative system, shape the lives of millions of citizens, and thereby build the future of our great nation. “Since the core of effective governance lies in understanding and addressing the needs and aspirations of the people we serve, the Foundation Course will provide the AIS & CCS Officers with a robust understanding of policy-making, public administration, and the tools necessary for impactful service delivery”, he underlined.
He said that in the present-day scenario, the status quo has become a thing of the past and continuous change, is a reality. “This calls for AIS & CCS Officers to become torchbearers of change. However, the precondition for this to happen is that the Civil Servants must first embrace change themselves, adopt a mindset that is open to change, willing to learn, and ready to adapt”, he stated.
Dr Shashank Goel stated that in the present-day evolving world of work, the age-old bureaucratic, hierarchical, and rigid leadership styles do not fit into the emerging demands. “In a diverse and dynamic society, like ours, we must embrace a leadership style that is inclusive, agile, and responsive”, he underlined.
He also noted that in the present-day scenario, Civil Servants stand at the forefront of a technological revolution, in which Artificial Intelligence, Blockchain, Big Data, the Internet of Things, etc. are playing a decisive role in promoting governance that is efficient, transparent, and citizen-centric. “As Civil Servants, you should ensure that the technical advancements result in bringing about prosperity in the lives of the weaker sections of society as well”, he stated.
Dr Shashank Goel called upon the Civil Servants to foster an organization culture that welcomes new ideas and solutions, as innovation is the lifeblood of progress. “Effective communication is the backbone of any successful organization and the Civil Service is no exception. The Civil Servants, therefore, should connect well with people to excel in their roles and also to serve the nation with excellence”, he added.
On this occasion, Dr Shashank Goel, IAS released the Course Manual. Aakanksha Kulshrestha, Assistant Director, LBSNAA graced the inaugural Function. Dr Madhavi Ravulapati, Course Director presented a report on the salient features of the Foundation Course and added that one of the unique features of the Foundation Course is the innovative fusion of different training methodologies. Professor Mohammed Abbas Ali, Academic Coordinator proposed a vote of thanks.
