
HYDERABAD, SEPTEMBER 23, 2024: Senior IAS Officer Sabyasachi Ghosh (1994 batch), has been promoted to the Apex Scale of IAS (level-17 in the pay matrix), with effect from the date of assumption of the charge.
In an official release here on Monday, Chief Secretary Santhi Kumari said that Sabyasachi Ghosh, principal secretary to government, Animal Husbandry, Dairy Development and Fisheries department, on his promotion, is retained in the same post, duly re-designating the post as Special Chief Secretary to Government, Animal Husbandry, Dairy Development and Fisheries department.

Mr Sabyasachi Ghosh worked in various positions in Warangal, Vizianagaram and West Godavari districts. In Karimnagar district, he worked as ZP CEO and Joint Collector from 1998 to 2000. In 2000, he was the special officer for the National Games 2002 and also for Afro-Asian Games 2003 from 2000 to 2004 handling mega infrastructure projects such as Gachibowli sports complex and seven stadia in Hyderabad.
From 2004-2011, he was in the Tourism, Finance and Sports Department. During this time, he was entrusted with additional responsibilities of critical tasks like organizing the Asian Development Bank AGM 2005 in Hyderabad, and the Military World Games in 2007 in Hyderabad. He was entrusted with additional work of the development of the Military World Games Village.
From 2011-2016, he was the Secretary to Government in the Industries and Commerce Department in the United Andhra Pradesh Government and subsequently the Telangana Government. During his tenure, he handled important subjects like Mining, MSME, Handlooms and Textiles, Industrial Infrastructure Development, Food Processing, Leather, Khadi & Village Industries and Industrial Promotion. He was the Managing Director of the AP State Finance Corporation ( Telangana ) in 2015 -2016.
From 2017 – 2024, he was the Secretary / Principal Secretary of the Youth Services Department. During this tenure he was also the Chairman of the Telangana Society for Training and Employment Promotion (TSTEP), and the Chairman for SETWIN (Society for Training and Employment Promotion in Twin Cities). He was actively involved in Skill Development, Training and Employment Promotion for the youth.
He is also an avid sportsperson and football player. He has represented India in International Shuttle Badminton Tournaments around the world in Men’s Doubles. He was also the first President of the Telangana Athletics Association from 2014 -18. His expertise is mainly in the areas of IT, Industries and Commerce, Sports, Tourism and Skill development.
