DTO stops payment of bills sent by unauthorised AD
KARIMNAGAR, MAY 06, 2024: The District Educational Department has been plagued with several controversies of late due to mismanagement and maladministration for ‘obvious reasons’.
Last month, the Telangana State Chief Electoral Officer Vikas Raj has instructed Collector Pamela Satpathy to take action against DEO Ch VS Janardhan Rao on the charges of violation of Model Code of Conduct over suspension of their teachers for using mobile phones at SSC spot valuation centre and revocation of suspension and giving postings.
Recently, the Education department had suspended a ZPHS LMD colony head master Raja Bhanu Chandra Prakash on the charges of negligence of his legitimate duties as DDO resulting in financial misappropriation of over Rs 10 lakhs pertaining to the remittance of leave salary of teachers.
In spite of the ZPHS headmaster alerting the DEO, police and other officials well in advance about the embezzlement of the funds by the school junior assistant and her husband in the first week of April this year by forging his signatures. The district authorities have also conducted an inquiry and found that the junior assistant and her husband and siphoned off the funds by cheating the district treasury office. But the gazetted headmaster was made a scape-goat and the accused go scot-free.
Freshly, the District Treasury Officer had stopped the payment of bills pertaining to the district educational department on Monday following the complaints of the DEO appointing superintendent as the Assistant Director unauthorisedly when already there is an existing AD working in the department.
It may be recalled that D Madhavi is discharging the duties of AD in Karimnagar and also holding full-additional charge as DEO of Peddapalli district and she is collecting the salary from the Karimnagar DEO office only since 2021. Though, she was posting as DEO of Peddapalli FAC, she was discharging her duties as AD in Karimnagar district also.
But, the DEO had recently entrusted the AD job to the office Superintendent Narasimha Swamy for ‘obvious reasons’. Presently, the incharge AD was sending the bills to DTO violating the norms. When this was bought to the notice of the DTO authorities, they had stopped the payment of the bills and instructed the DEO authorities to send the bills through proper channel by existing AD Madhavi’s signatures for clearances, according to sources.
