KHAMMAM, SEPTEMBER 03, 2024: Director of Registrar A Srinivasulu directs Khammam DCCB Chairman D Venkateshwar Rao to suspend Khammam District Cooperative Central Bank CEO Abid Ur Rahman on the charges of misappropriation of funds under Crop Loan Waiver Scheme of the State government.
The Director of Registrar stated that due to the errors committed at the DCCB Level at the time of data extraction and consolidation, a total of 154 farmers from about 28 PACS of Khammam DCCB could not avail the benefit of the Crop Loan Waiver Scheme of the Government of Telangana.
He observed that discrepancies in the data about the principle and Interest Component has led to the rejection of several loan records on Khammam DCCB for sanction of loan waiver. He further informed that the explanation of the CEO, DCCB Ltd., Khammam in the matter is not satisfactory and hence, requested to suspend the CEO, Khammam DCCB until further Inquiry.
- Srinivasulu, DR was directed to examine the connected records and submit a report with specific remarks on the role of DCCB in the said matter for taking further necessary action. Mr Srinivasulu, DR submitted a Preliminary Inquiry in respect of 154 accounts of farmers pertaining to 28 PACS of DCCB Khammam revealing the following irregularities:
- The CEO of DCCB Ltd., Khammam failed to submit the claims of 149 eligible farmers under the Crop Loan Waiver Scheme, 2024 to the Government.
- The CEO of DCCB Ltd., Khammam claimed an amount of Rs.1,31,598/- under Crop Loan Waiver Scheme in respect of ineligible/closed loan accounts.
- The CEO of DCCB Ltd., Khammam claimed an excess amount of Rs.59,045/- to one family over and above eligibility of Rs.2,00,000/- under the Crop Loan Waiver Scheme.
- The CEO of DCCB Ltd., Khammam submitted a claim for an amount of Rs.1,17,553 for the deceased person for which the loan was obtained prior to the cut of date of the Crop Loan Waiver Scheme.
The Inquiry officer requested the Director for Cooperation and Registrar of Cooperative Societies, Telangana, Hyderabad to take necessary action against the CEO, DCCB Ltd., Khammam for committing serious irregularities in the Crop Loan Waiver Scheme-2024.
The preliminary Inquiry report points towards the responsibility of the CEO of DCCB Khammam in the misappropriation of society funds in crop loan waiver scheme 2024 and breach of trust. In view of the above, the Registrar, is of the opinion that there is prima facie evidence against CEO, DCCB, Khammam who is a paid servant / officer of the society and the suspension of the CEO is necessary in the interests of DCCB Khammam.
Therefore, by the powers vested in me U/s. 59(1) of TCS Act, 1964. I the Registrar hereby order to place Abid Ur Rahaman, CEO, DCCB, Khammam, under suspension pending Inquiry and initiation of disciplinary proceedings as per the bye-laws of DCCB, Khammam. These orders come into immediate effect. The President, DCCB, Khammam is requested to take further necessary action under intimation to the undersigned.
