KSPP Signs Knowledge Partnership with the Capacity Building Commission, Government of India

HYDERABAD, JANUARY 02, 2025: The Kautilya School of Public Policy (KSPP) at GITAM Deemed to be University, Hyderabad, and the Capacity Building Commission (CBC), Government of India, have formalized a knowledge partnership at the CBC office in New Delhi. This collaboration marks a significant milestone in the mission to enhance human resource management practices within the government and strengthen the capacity of India’s 25 million civil servants.

Prominent dignitaries attended the signing ceremony. Representing KSPP were Dean, Ambassador Syed Akbaruddin and Dr. Sharique Hassan Manazir. The CBC delegation included Dr. R. Balasubramaniam (Member – HR), S.P. Roy (Joint Secretary), Rahul Porwal, and Nikita Surana, along with other CBC officials.

The Government of India has set an ambitious vision to radically enhance the execution capacity of the Indian state by transforming its human resource practices and capacity-building initiatives. The CBC is at the forefront of this initiative, striving to build and implement capacity-building plans for departments under various ministries. To this end, CBC is forming strategic knowledge partnerships with leading institutions to develop comprehensive, forward-looking strategies.

Under this knowledge partnership, KSPP will provide customized learning resources, including Indic-centric case studies and real-time policy simulations that combine governance practices from India and global best practices. Advanced training programs will be developed, focusing on competency-based modules in ethical decision-making, leadership, digital governance, and stakeholder engagement, along with behavioural skills training. KSPP will also conduct comprehensive needs analyses, creating role-based competency maps and gap analysis tools to align training programs with government performance goals. The collaboration will include pre-and post-training assessments to evaluate the impact of initiatives and establish Policy Innovation Labs for piloting governance innovations and generating data-driven insights. Additionally, KSPP will leverage its digital infrastructure to design scalable online and hybrid courses for government officials, ensuring accessible and impactful learning solutions.

This partnership between KSPP and CBC, GoI symbolises a shared commitment to revolutionize governance and enhance the capacity of India’s civil services. By leveraging KSPP’s expertise in public policy education and CBC’s mission to build a robust framework for capacity building, the collaboration aims to create impactful and sustainable outcomes.
