

HYDERABAD, APRIL 29, 2025: Karimnagar Teachers Constituency MLC Malka Kumuraiah has demanded that the government implement the Old Pension Scheme (OPS) for the teachers recruited through DSC-2003.


Referring to Government of India Memo No. 57/04/2019-P&PW(B) dated 17.02.2020 and Memo No. 57/5/2021-P&PW(B) dated 03.03.2023, Mr. Komuraiah highlighted that the Central Government had unequivocally extended the Old Pension Scheme to employees whose recruitment notifications were issued before 01.01.2004, irrespective of their subsequent appointments. It was categorically clarified that employees selected against vacancies advertised before 22.12.2003 are entitled to the benefits under OPS.
Emphasising the case of teachers selected through DSC-2003, Mr. Komuraiah pointed out that although these appointments were intended to fill pre-2004 vacancies, procedural and administrative delays resulted in their formal induction post-01.01.2004. Despite clear and binding directives from the Central Government, the State of Telangana has yet to implement the Old Pension Scheme for these eligible teachers, causing deep resentment, psychological distress, and a sense of injustice among the teaching community.
He further noted that the Telangana Government, by virtue of G.O. No. 1420 dated 11.10.2023 and G.O. No. 1678 dated 20.12.2023, had swiftly extended OPS benefits to certain categories of civil servants. In this backdrop, the continued exclusion of DSC-2003 recruited teachers remains inexplicable and has become a cause for widespread concern and disillusionment.
Stressing the urgency of the situation, Mr. Komuraiah called upon the State Government to immediately issue necessary orders extending the Old Pension Scheme to all eligible DSC-2003 appointees. He asserted that such a timely and just decision would not only rectify a long-standing grievance but also help restore institutional trust and morale among thousands of teachers who have been awaiting rightful recognition.
Mr. Komuraiah expressed optimism that the Government would accord the matter the highest priority and deliver affirmative action at the earliest in the larger interests of justice and employee welfare.
