
KARIMNAGAR, SEPTEMBER 21, 2026: In an interesting development, Mr Konduru Ravinder Rao has assumed charge as the Person in Charge (PIC) of the Karimnagar District Cooperative Central Bank (DCCB) at the DCCB main office in Karimnagar town on Monday evening.
It may be mentioned here that the term of the existing cooperative bodies expired on February 14, 2025 when Mr Rao was the KDCCB chairman. However, the state government extended their term by six months on February 15, 2025 and again for another six months on August 14, 2025. Later, the government issued GO number 598 dated December 19, 2025, appointing the Commissioner for Cooperation and Registrar of Cooperative Societies as the official person in charge (PIC) of Telangana State Cooperative Apex Bank (TGSCAB) and the respective district Collectors as the PICs of the nine DCCBs in the state.
The appointments of PICs were made for a period of six months or till the conduct of elections, shocking the DCCBs and forcing their derailment. After the appointment of the PICs to the DCCBs, the administration and the regular activities, such as loaning to farmers, entrepreneurs, students, policy decisions, business development, opening of new branches and other issues that come under the purview of the Banking Regulation Act had come to a grinding halt due to restrictions to the DCCB CEOs.
Several DCCBs were forced to wait for several days for the clearance of regular files, such as loans and other issues from the PICs (Collectors), due to the hectic schedule of the respective district administration works. However, the PICs term also concluded on June 18, 2026, and the government had not taken any decision about the continuation of the PICs, or the conduct of elections or appointment of chairpersons for DCCBs and PACs.
After assuming charge, Mr Ravinder Rao told newsmen that he had assumed charge as the DCCB Person In Charge as per the GO number 386, dated August 14, 2025. He said that the Karimnagar DCCB was in doldrums without any Board of Directors of PIC and the farmers and consumers were suffering a lot due to non-availability of financial assistance of more than Rs 10 lakh.
Stating that the KDCCB had done business of Rs 8,500 crore and deposits of Rs 3,500 crore during the last financial year, he said that the bank business had declined by more than Rs 50 crore during the last six months period due to non-availability of the Board of Directors or PIC. Several applications pertaining to Education and Housing loans were pending in the bank, he said that he would accord priority for the clearance of Education and Housing loans to increase the business of the bank.
He said that the RCS had issued orders dated June 12, 2026, directing the DCOs to take immediate action for the implementation of the High Court orders after suspension of GO number 598. But the DCO had not informed the same, hence, he had assumed the charge as PIC as per the court orders in the interest of farmers, customers and the bank employees, he maintained.
It may be recalled that Mr Ravinder Rao has assumed charge of Karimnagar DCCB chairman in the year 2005 and since then he had transformed the bank into a role model cooperative bank in the country by introducing several reforms and good governance with transparency.
