
NEW DELHI, DECEMBER 07, 2025: Union Home & Cooperation Minister Amit Shah chaired the meeting of the Parliamentary Consultative Committee of the Ministry of Cooperation at Banas Dairy, Vav–Tharad district, Gujarat. The meeting was attended by Union Ministers of State for Cooperation Krishan Pal Gurjar and Murlidhar Mohol, Members of Parliament, Cooperation Secretary Dr Ashish Kumar Bhutani, and senior officials of the Ministry. A detailed presentation was made on the future strategy for the dairy cooperative sector and the implementation pathway for White Revolution 2.0.
Mr Amit Shah emphasised that cooperation is the foundation of India’s rural economy, central to enhancing farmers’ income, strengthening women’s empowerment, and enabling self-reliance in milk production. He highlighted that, in line with Prime Minister Shri Narendra Modi’s vision of ‘Sahakar Se Samriddhi’, dairy cooperatives have become a powerful engine of rural prosperity. He stressed that dairy cooperatives are the most effective mechanism for raising women’s income and improving household economic resilience.
The Minister announced that village-level cooperative societies will be linked with insurance cooperatives, ensuring easy access to insurance products, including two-wheeler and four-wheeler insurance, across rural areas. He stated that cooperative institutions should invest in each other to strengthen the cooperative ecosystem and expand capital within the sector.
Shri Amit Shah informed that three Multi-State Cooperative Societies have already been established at the national level for the dairy sector. Through these institutions, NDDB and the Department of Animal Husbandry & Dairying have launched White Revolution 2.0, aimed at establishing a cooperative society in every Panchayat and a dairy in every district. He added that the newly established Tribhuvan Cooperative University (TCU) will collaborate with dairy technology institutes to offer B.Sc. and M.Sc. programmes in Dairy Technology and Management, producing graduates who will help replicate the Banas Dairy model across India.
The Minister further announced that four state-of-the-art soil testing laboratories will be set up in every district to provide farmers with scientific soil assessments. Highlighting the harmful impact of excessive chemical fertiliser usage, he said that educating farmers on the appropriate use of urea, DAP, and micronutrients is essential for ensuring soil health and sustained crop productivity.
