
KARIMNAGAR, AUGUST 21, 2025: Karimnagar Teachers Constituency MLC Malka Komaraiah has urged the Government of Telangana to immediately resolve the long-pending issues of promotions to the cadre of Primary School Head Master (PSHM) by duly including B.Ed-qualified Secondary Grade Teachers in the eligibility criteria.
In a detailed representation addressed to the Director of School Education, Mr Komaraiah highlighted the serious injustice being faced by a large number of Secondary Grade Teachers who, despite possessing higher academic qualifications, long years of service, and seniority, are being systematically denied promotions, while their juniors with only D.Ed qualifications are being promoted to PSHM posts.
“This unfair practice is not only creating professional stagnation but also leading to erosion of morale among senior teachers, who have dedicated decades of service to the State’s school education system,” he said.
The MLC further recalled that he had earlier submitted a representation to the Hon’ble Chief Minister of Telangana on 15th August 2025 (Ref: Lr.No.71/MLC/TK/B.Ed-Eligible/2025), demanding immediate policy clarification. He also reminded that the Hon’ble High Court of Telangana, in W.P.No.24087 of 2025 (Dt:14.08.2025), directed the competent authority to examine the representation of B.Ed-qualified teachers dated 08.08.2025 and issue appropriate orders strictly in accordance with law within four weeks.
Mr Komaraiah pointed out that the Government of Andhra Pradesh has already recognized B.Ed-qualified teachers as eligible for PSHM promotions, and the teachers of Telangana legitimately expect parity and equitable treatment.
He appealed to the Government of Telangana to act in the true spirit of the High Court’s orders and take urgent steps to:
- Implement the directions of the Hon’ble High Court without delay.
- Recognise B.Ed-qualified Secondary Grade Teachers as eligible for PSHM promotions.
- Issue clear proceedings or amendments to rectify existing anomalies and ensure justice to the deserving senior teachers.
“Such timely intervention will not only restore the faith of teachers in the system but will also strengthen primary education in Telangana by ensuring that school leadership positions are filled based on merit, seniority, and fairness,” Komaraiah emphasised.
He concluded by reiterating that the Government’s prompt decision on this matter would go a long way in upholding the rule of law, natural justice, and teachers’ dignity, while simultaneously improving the overall educational administration in the State.
