HYDERABAD, SEPTEMBER 17, 2025: Chief Minister A Revanth Reddy emphasised that the new Telangana Education Policy (TEP), which is being designed to suit the ground reality, studies, and future needs, should be a beacon of the country’s education in the future.
Observing that the current education system was not providing the three important elements of language, basic knowledge and skills, the Chief Minister asserted that the new education policy should deliver all three basic requirements to the students to compete with the world.
Speaking at a meeting on the formulation of the Telangana Education Policy report, the CM said that the government has decided to overhaul the entire education sector in the state. Since there is no availability of required land and funds to distribute to the poorer sections to eradicate poverty, the Chief Minister said that the only weapon to root out poverty is providing quality education to the needy.
Recalling that the first Prime Minister of India, Jawaharlal Nehru, recognised the importance of education and established higher educational institutions like universities and IITs in the country, CM Revanth Reddy expressed concern that the existing education system was not generating talented persons to grab the opportunities created in the country and across the world after the introduction of the economic liberalisation policies. The opportunities were limited before the launch of the liberalisation policies in the country. The CM noted that a large number of our youth are excelling in the software sector due to the advent of engineering colleges. However, not more than 10 per cent of the lakhs of passed-out engineers were getting jobs. The main reason is a lack of sufficient skills, the Chief Minister said in addition to increasing skills in the particular sector, there is also a need to completely reformation of the education sector so that opportunities are created in other sectors.
Explaining the present poor education system, CM Revanth Reddy said that despite allocating huge funds to the education sector, the number of students in government schools are decreasing day by day. Private schools are offering education from Nursery, LKG and UKG and the government schools start from Class One only. Those who joined their children in private schools for Nursery are not ready to shift to the government schools. Parents are admitting their children to private schools because the students are given adequate attention. The CM said that parents will admit their children in government schools if the same atmosphere and attention on students is created in the private institutions and this aspect should be taken into consideration while formulating the Telangana education policy.
The Chief Minister also reminded that the state government recruited teachers soon after coming to power to maintain a healthy balance between teacher and the student ratio in government schools. Promotions and transfer of teachers was also taken up to ensure the teaching staff focus on delivering quality education to the students. The appointment of the Vice Chancellors to all universities was also part of strengthening the higher education system, CM Revanth Reddy said that Osmania and Kakatiya Universities used to be the hub of ideologies in the past and fought on the people’s issues. The CM worried about the declining education standards from the school to university level and the students are addicted to drugs due to lack of skills and jobs.
The Chief Minister asserted that the new education policy should focus on a combination of language, knowledge, skills and sports. Traditional courses, such as diesel engine mechanic and fitter, have been available since the establishment of the ITIs. The People’s Government changed the courses in ITIs to enhance the skills of the students to meet the requirements of the modern industry. We also set up the Young India Skill University.
Stating that the government was not happy with the recent initiatives taken in the education sector, CM Revanth Reddy said that a complete overhaul needs to be done from the primary education to the university level. The CM wants the new Telangana education policy to be a guiding force to strengthen education for the next 25 years. The new education policy will also be included in the TelanganaRising Vision Document-2047 which is to be released on December 9 this year. The CM instructed the educationists to form sub-committees according to their interests and prepare the best document.
The CM also said that the reformed education system should benefit the poor and not individuals and government employees. Students are being separated from childhood in the name of BC, SC, ST and minority Gurukuls, the chief minister said that there should be equal opportunities for everyone in schools and instill the feeling that everyone is the same. The Telangana education system should be a beacon of the country, the chief minister said, suggesting that the cooperation of various foundations and NGOs should be sought to implement the new education system and achieve desirable results. The use of technology should also be highlighted in the new education system.
Reiterating that the government is ready to spend money on education liberally, CM Revanth Reddy said that the government has decided to set up a special Education Corporation and spend the funds to improve infrastructure and educational standards. We have already requested the union government to consider the expenditure incurred on education as an investment. The CM said that he also requested Union Finance Minister Nirmala Sitharaman to exempt the loans borrowed for education development from the FRBM limit. There is also a need for clarity on syllabus design, resource mobilization and policy implementation in the Telangana education policy, the CM said.
Telangana Education Policy Chairman Kesava Rao said that they held extensive consultations with the Education Commission and other stakeholders. Quality should be given priority and not the statistics in providing teaching facilities to the students. Though AI is playing a vital role, no one will substitute for a teacher.
Retired IAS officer I.V. Subbarao said that a survey has concluded that one-third of the country’s youth were NEET which means not in Education, Employment and Training. The state government’s efforts to increase infrastructure in schools and colleges through Amma Adarsha Schools are commendable. He requested the CM to utilize his services in the education sector.
IIT Hyderabad Director Professor B.S. Murthy said that they are encouraging startups and obtained 180 patents in a single year. Professor Haragopal said that the education system should not only be about acquiring skills but also about shaping people into excellent human beings.
