
An agreement was reached between the Recognised Trade Union and SCCL Management in the presence of the Deputy CLC
HYDERABAD, SEPTEMBER 25, 2025: Management of the Singareni Collieries Company Limited has agreed to provide Clerical Grade-III posts to graduate dependents under compassionate appointments for employees who lost their lives in mine accidents. An agreement was reached between the recognised trade union, Singareni Collieries Workers’ Union, and SCCL management at the office of the Deputy Chief Labour Commissioner, Vidyanagar, Hyderabad, on Thursday.
Earlier, graduates were eligible only for General Assistant posts. As per the 2009 circular, candidates with technical degrees such as Mining, Mechanical, Electrical, and Civil Engineering, diplomas (Mining/Mechanical/Electrical), and ITI (Electrical/Fitter/Welder) were given jobs suited to their qualifications. Along with them, the union requested that other degree holders also be considered for Clerical Grade-III posts. This was discussed in the 51st structured meeting held on June 27 at the Director (PA) level.
Following the directions of SCCL CMD N. Balram and Director (Personnel) Goutam Potru, a bilateral agreement was signed with the recognized trade union at the SCCL headquarters on September 5, 2025. Later, further discussions were held with union representatives in the presence of the Deputy Chief Labour Commissioner, leading to a tripartite agreement finalized on Thursday.

Key Points of the Agreement:
Only if no eligible dependent with a technical degree exists in the deceased employee’s family, other degree holders will be considered for Clerical Grade-III posts.
Based on the availability of Clerical Grade-III posts, the company will conduct a special examination for degree-holder dependents. Only those who qualify in the test will be appointed as Clerical Grade-III.
Dependents who fail to qualify in the test will be provided employment as General Assistants (Category-I).
