
Appeals to Maharashtra, Madhya Pradesh and Chhattisgarh states to provide security guarantees, suitable rehabilitation and dignified reunification
KARIMNAGAR, NOVEMBER 28, 2025: In a significant development, Maoists Naxalites belonging to the Maharashtra, Madhya Pradesh and Chhattisgarh states (MMC zone) Special zone committee have decided to lay down arms and join the mainstream of society on January 1, 2026.
In a statement issued by here on Friday, MMC spokesperson Anant stated that its cadres are prepared to surrender if the respective state governments offer clear security guarantees and a transparent rehabilitation package. This appeal was made to the Chief Ministers of Maharashtra, Madhya Pradesh and Chhattisgarh states. This attained importance as the central government has bent upon to eradicate naxalism in the country by March 31, 2026, with intensified anti-naxalite operations.
The Maoist Naxalite leader’s letter stated that the Naxalites have decided to surrender enmasse instead of scattered surrenders. He also stressed the need for the suitable rehabilitation of all the surrendered Naxalites.
Appealing to the three state governments to maintain restraint and temporarily suspend operations in Maoist-affected areas, the Maoist spokesperson promised that the MMC cadres would also stop all armed and organisational activities during this period.
In an audio message circulated to the Naxalite cadres of MMC, the Naxalite leader Anant said that “you all know that, assessing the changing circumstances in the country and the world, our party has decided to temporarily suspend armed struggle and join the mainstream of society and work among the people. Following this decision, our party’s Central Committee member and Politburo member Comrade Sonudada, CCM Comrade Satishdada, and Comrade Chandranna, along with dozens of comrades, have laid down their arms and accepted the government’s rehabilitation and Poonamargam. This is not surrender. Our comrades have appealed to call it Poonamargam. The government is also calling it Poonamargam”.
“This is by no means a betrayal of the revolution or a betrayal of the people. Giving up arms does not necessarily mean betrayal. I have read his 23-page analytical appeal. We will not stop the struggle, we will continue to raise the people’s issues, but not by giving up arms, not by taking up arms! Whether armed struggle is still relevant will be debated later, but the current times are not conducive to continuing armed struggle. We have lost many comrades, and we do not want to lose any more. Keep in mind that for the past few years, the leftist, narrow-minded, adventurist line has dominated our party, and today this has resulted. In the past, armed struggle gave our movement a unique identity in the country and the world, but today, those very weapons are preventing us from reaching out to the people; then what is the point of keeping them close to our hearts? Weapons are a means, not an end, not the entire vision of revolution. Today, the question is not about keeping weapons close to our hearts and watching the party perish, but about saving it”.
“I will convey Sonu Dada’s message to all of you comrades later, but first, after listening to this audio message and appeal, all of you, wherever you are, should come to the decision to temporarily cease armed conflict as soon as possible. And try to contact each other immediately. It would have been better if we could have come to this appropriate decision together, but right now we don’t have that much time. We have plenty of time ahead for debate and discussion. First, we must all survive. For communication, I am releasing an open frequency number of Baofeng, 435.715. We will be able to meet there every day between 11 and 11:15 for the next month (until January 1, 2026). We can also meet at other mutually agreed frequencies and times.
I appeal to all our MMC comrades not to lose patience in this difficult situation, to remain patient, and not to surrender individually. We are going to do this together, but we are accepting Poonamargam, not surrender. I urge all of you to exercise discretion and contact each other as soon as possible, so that together we can lay down our arms and accept Poonamargam on January 1, 2026”, he stated with revolutionary greetings.
