
HYDERABAD, AUGUST 11, 2025: The 115th Foundation Course for Agricultural Research Service (FOCARS) was inaugurated at ICAR-National Academy of Agricultural Research Management (NAARM) on Monday. This flagship programme of ICAR is designed to orient and train newly recruited scientists of the Agricultural Research Service (ARS), equipping them with the professional skills, perspectives, and collaborative mindset necessary to address India’s agricultural challenges. In total, 108 newly recruited scientists joined the course to be organised from 11 August – 25 November, 2025. A total of 108 probationers, of which 73 men and 35 women, are from across the country represent 22 States and 35 agricultural disciplines.
Dr. Chhabilendra Roul, Member, Central Administrative Tribunal; Former Secretary, DoF, MoCF, & Former Special Secretary, DARE & Secretary, ICAR, New Delhi, was the Chief Guest on the occasion. He traced India’s journey from food scarcity during 1960s to till achieving self-sufficiency and food security. He emphasized the present need to shift focus towards nutritional security, quality improvement while addressing climate change impacts, conserving natural resources, and understanding the socio-economic implications of mechanization. He urged the probationary scientists to pursue fundamental and applied research that delivers tangible benefits to farmers and society at large.
Dr. Joykrushna Jena, Deputy Director General (Fisheries Science & Agricultural Education), ICAR, New Delhi, who was the guest of honour, shared insights into the challenges and opportunities in modern agricultural systems. He stressed the importance of diversification, quality enhancement, sustainability, and multi-disciplinary approaches. He called upon the participants to work hard, adopt a broad perspective, and begin the new chapter in their careers with enthusiasm and determination.
Shri Arun Tiwari, Missile Scientist (Rtd), Author, Former DRDO Director; Director, CARE Foundation, Hyderabad, who was another guest of honour, described agricultural scientists as one of the greatest resources of the country. He urged them to work with dedication and pride. Highlighting ICAR’s global stature as one of the largest agricultural research organizations in the world, he advocated participants to embrace innovation and perseverance in their professional journey.
Dr. Gopal Lal, Acting Director, NAARM, spoke about impactful research initiatives carried out under the ICAR system, elaborated on the objectives of FoCARS, and administered the Oath of Allegiance to the participants, reinforcing their commitment to the nation’s agricultural advancement.
Earlier, Dr. D. Damodar Reddy, Course Coordinator, welcomed the gathering. He outlined the historical background of FoCARS, its significance for the ARS, and NAARM’s role in shaping the careers of young scientists. Dr. M. Ramesh Naik, Course Coordinator, 115th FoCARS, proposed vote of thanks. Scientists and staff of the Academy participated in the inauguration ceremony.
