NEW DELHI, DECEMBER 04, 2025: Union Home and Cooperation Minister Amit Shah informed the Lok Sabha that the National Council for Cooperative Training (NCCT) is fast becoming a pivotal institution in strengthening cooperative education, capacity building, and grassroots training across India. Responding through a written reply, the Minister outlined a series of transformative initiatives undertaken by NCCT under the guidance of the Ministry of Cooperation.
Shah stated that NCCT has constituted a special committee to develop NEP-aligned, age-appropriate, grade-specific cooperative education modules for Classes VI to X, marking a new era in integrating cooperatives into formal education. As a result of sustained efforts by NCCT and support from the Ministry, NCERT has already introduced a dedicated chapter on cooperatives for Class 6, ensuring early awareness among school children about the cooperative movement.
To deepen this exposure further, NCCT, in consultation with NCERT, has developed a Special Module on Cooperation for secondary-level students, aimed at inspiring youth to understand the importance of cooperatives in nation-building and view the cooperative sector as a viable career path.
The Minister also announced an important financial reform: the introduction of a new object head, “Grants-in-Aid General,” for NCCT. This change will ensure seamless funding support for NCCT’s expanding mandate without burdening the Training and Development Fund (TDF). Additionally, Building Sub-Committees have been formed for each NCCT institute to accelerate infrastructure expansion and modernization.
Highlighting NCCT’s large-scale field interventions, Shah noted that in collaboration with CSC e-Governance Services India Ltd, NCCT has conducted 648 training programmes for PACS onboarded onto the CSC Portal, covering 30,210 participants across 564 districts in 25 States. A new round of activation and onboarding for over 24,500 PACS has also been launched.
NCCT has begun systematic training of newly established Multi-Purpose Cooperative Societies (M-PACS), with 153 programmes completed, benefiting 6,817 participants as of 31 October 2025. Under a MoU with the Agriculture Ministry’s Crop Insurance Division, NCCT will conduct 200 programmes to train 10,000 PACS stakeholders under PMFBY/RWBCIS, with implementation already underway.
The Minister further highlighted a new initiative wherein PMBI, in collaboration with NCCT, will train PACS to operationalise 300 new PMBJKs with approved store codes, expanding PACS participation in essential public health services.
With these wide-ranging interventions, Amit Shah affirmed that NCCT is rapidly emerging as a central pillar in India’s cooperative reforms, playing a decisive role in strengthening cooperative education, institutional capacity, and grassroots empowerment across the country.
