
HYDERABAD, JUNE 12, 2025: Telangana Public Service Commission (TGPSC), in collaboration with NALSAR University of Law, Hyderabad, is hosting a prestigious National Level Workshop on Legal Issues and Mitigation at Public Service Commissions (PSCs) on the 12th and 13th of June, 2025, at NALSAR Campus, Shamirpet, Hyderabad.
The two-day workshop was inaugurated today by Mr Duddilla Sridhar Babu, Minister for Information Technology, Electronics, Communications, Industries, and Commerce, Government of Telangana by lighting lamp in the esteemed presence of Dr. Ajay Kumar, chairperson, Union Public Service Commission (UPSC), Burra Venkatesham, Chairman, TGPSC, Prof Sri Krishna Deva Rao, Vice Chancellor, NALSAR.
The event has brought together a distinguished gathering, with participation from 18 State PSCs, including 8 Chairpersons, 13 Members, 5 Secretaries, and 17 senior officials. Members of UPSC Dinesh Dasa and Santosh
Gopal Ajmera, Joint Secretary, and Srikala, Under Secretary, also joined the deliberations. The workshop aims to address the growing litigation burden on PSCs and discuss effective legal mitigation strategies. Participants engaged in meaningful dialogue on existing court cases, legal precedents, and ways to reduce litigation through systemic improvements.
In his address, Minister Duddilla Sridhar Babu lauded TGPSC’s initiative to convene this national-level workshop, which enables PSC leadership to collectively explore legal challenges and work towards harmonized solutions for reducing litigations in recruitment processes. Delivering the keynote address, Hon’ble Chairman, UPSC, Dr. Ajay Kumar, emphasized the need for leveraging Artificial Intelligence (AI) and Large Language Models (LLMs) to digitize PSC operations, enhance efficiency, and minimize disputes in recruitment.
In his Presidential Address, Burra Venkatesham, Chairman, TGPSC, extended a warm welcome to the IT Minister and expressed gratitude to the Hon’ble Chairman, UPSC, for providing guidance and vision to the deliberations of the meeting. He highlighted that while each PSC operates independently and faces unique challenges, this workshop provides a common platform to share experiences, learn from best practices, and collaboratively address legal complexities.
He also announced that the workshop is working towards the creation of a centralized database of court cases and legal resources, accessible to all State PSCs, with the aim of strengthening institutional capacity and reducing duplication and effectively handling the litigation.

Today’s panel discussion included eminent speakers viz., Dr. Dinesh Dasa,
UPSC Parmar Ravi Manubai, Chairperson Bihar PSC; A.R. Anuradha, Chairperson APPSC; Reeta Shandilya, Chairperson Chhattisgarh PSC; K.R Prabhakar, Chairperson, Tamilnadu PSC; Prof. Srikrishna Deva Rao, Vice Chancellor, NALSAR; Justice P. Naveen Rao, Former Judge, High Court of Telangana; Ravi Chander Lakshminarayana, Senior Advocate, High Court of Telangana; Prof. Sitharam Kakarla, NALSAR University; Sri. Manbir S. Bhadana, Former Chairperson Haryana PSC Chairperson; and representatives from various State PSCs also contributed actively to the discussions.
Participants deliberated on landmark case laws, challenges in notification. Processes, normalization methods, and selection procedures. The sharing of insights and collective brainstorming is expected to result in practical and Implementable strategies for legal risk mitigation in PSC functioning. Further deliberations will be continued on 13th June, 2025, on other prominent legal challenges.
